The breeder i bought my puppy from said it was common to have one puppy from every third or fourth litter to come out with a bright blue eye.
Purebred? Yea, I don't think so….If this is happenning to them, they are breeding a line they shouoldn't be. I could be wrong. Here is what is considered standard.

I've never seen it in a beagle. In a husky yes.

I have not seen this in beagles eather. FYI diffrent color eyes in dalmations meen they are deaf.

"Eyes–Eyes large, set well apart-soft and houndlike–expression gentle and pleading; of a brown or hazel color."
End of story, a Beagle with a blue eye is not proper, never has been and never will be.
