we just got our 14 month miniature beagle, the previous owners said she was spayed but her nipples hang but they're not full. Does this mean that she had a litter and then got spayed? or Is it just this particular breed?

As far as the nipples hanging…. my guess would be that she's already had a litter (no dog should be bred before the age of 2) or she had a uterine infection and spaying was the only thing right to do. Ask the byb you got her from.

There is no such thing as a miniature Beagle. It is likely she had a litter before being spayed.
